I am currently applying for the Bar and need to know if I need to present this on the application. I have tried calling numerous times to the Bar but have had no clear answer. I am applying in NC and this happened 8 years ago in Wisconsin.

I would think NOT, if the citation is akin to a traffic citation, and NOT a criminal offense.
Did you simply pay a fine, again like a traffic citation, and the matter was ended?
If so, I'd think not.
But, you could ask a couple local attorneys, a couple judges, or even a couple law school professors.

2005 in park after hours, I agree with mightymoose. I doubt they will be concerned. However, you could always run it by a lawyer to be on the safe side.
