Infestation enough to break lease?

I've been living in school sponsored housing for 8 months now. The school housing is really an apartment complex where none students can also rent. Ever since my roommate and I moved in we've had an infestation problem. We've tried countless ways to try and make the infestation go away. We've also told the apartment complex and school housing directors about this problem. They've been spraying incesticide every month and the problem has not gone away. Both my roommate and I have allergies and the spary they use worses our allergies. I also understand that roaches are a health hazard and that is a great concert of ours. Especially since we've been living in this state for eight months and all methods have been used to try and stop, but none have succeeded. Recently an exterminator came to inspect the house and he said that the roaches traveled through the complexes plumbing and that their feces was all over it. The maintenance came to cover up the holes that the plumbing yet the problem still persists. Are these grounds to break a lease without a penalty?

My lease does not state anything about infestation or health hazards. The contract is through the school not through the aparment complex. What it does state is they are committed to safety. There have been several muggings and the security gates are still open even when we've complained about it.

I find it very strange that you mentioned INSECTS first and then MUGGINGS!
 
My friend has a police report for the mugging that occurred so I have no problem proving that. I just don't know if it's enough since it happened to her.
There are several problems in this complex. The main issue right now is that I need to break my lease because there were roaches in my sponge while I was showering. (I am sorry for the details.) My roommate and I have done everything possible to keep out apartment clean and everything. It's obvious that the problem is not our fault, but the complexes. Enough is enough with this problem. Roaches are a health hazard especially to people with asthma and allergies.
