International sale of a dog that fell through.

About 6 months ago I agreed to sell a breeder from finland a champion male dog and she was to come to California and pick him up at the airport. When I agreed to send the dog, I was under the impression that my vet just had to fill out a form and send it to USDA. Turns out I was very wrong, I was selling the dog for less than half what he was worth because she made it seem like that because I couldnt accompany the dog to New York that it was going to make things more difficult. Also after reading the stipulations over and over because they were extremely confusing, I concluded that dog needed a special European microchip that would have to administered by a vet, and he would have to have yet another rabies shot. After two vet visits i was at about $200 for transportation to vet and vet visit. I asked her to send the payment of the dog, she was only able to send $250. I used this to cover the vet visit. In the past few weeks we have had a series of unfortunate events occur. We lost our car, I lost my income, and my father whom I live with, lost his job a week ago after working their 18 years. I am a single mom of 2, only getting $450 a month and with no car I am having to go to food hand outs. We are located in the middle of a california droubt, so no jobs because there are no crops. I just cannot afford to even rent a car and drive the 5 hours to Sacramento and San Francisco. I offered to pay her back the $250 that she sent me but we have never had any agreement for a "deposit". Even if I had a car, I would be out money because of the cost of getting the dog to where he would need to be. The language barrier was also a huge issue. I could not always understand her. The way that she talks about the animals like money bags was very disturbing and she said if the dog did not pass inspection he would be euthanized and it was "not her problem". I asked my family, friends, and even strangers to help me transport the dog to sacremento and san francisco but no one would help for free.

My question is that afterI return the $250, what else will i owe her? She said she "have allready contacted lawer in your area, and we have discussion about this issue."

What kind of legal action could actually possibly be looking at? I am not giving her the dog, the $250 was NOT a deposit, nor was is ever discussed as a deposit.

If you're smart, as well as financially strapped, you'll ignore her.
You'll also stop trying to sell dogs.
You were being groomed to be scammed, or the buyer is one of the dumbest people on Earth.
No way she can sue you from Finland, or whatever fake country she's from.
Quit while you're ahead.
You can return the money, cut your losses, and stop trying to sell junk via the Internet.
Or, keep the money, and stop.

The only worry for you is if she is a member of law enforcement.
These days, many such investigatory actions are conducted surreptitiously, covertly, quietly.
I'd say its more likely she's just a person, angered at not get getting a cheap dog.
I'd give that a 60% certainty, and law enforcement sting 25% chance, with 15% unknown.

It is unlikely she will travel to the US and sue you for breach of contract. Might I suggest you be more prudent and only deal with sales you are experienced with.
 
I would cease contact. If you are ever contacted by an attorney or served legal documents worry about it then.
