My father passed away without a will. His wife has told me several times in front of others that my father wanted me to have his tools but when I try to take anything she won't let me. Do I have any legal rights to them and if so how do I go about obtaining the property? If it goes to probate can I have it seized and put in some kind of storage so that she can't hide or sell it?

If a person wants Lucy to have this, Jimmy to have that, and Willie to have them; that person should give it away while he or she is alive.
Once he or she assumes room temperature, all bets are off.
If no will is produced to back up your claims, your dad's property (all of his property) is now exclusively owned by his widow!!!

If his widow won't give the tools to you, I suggets you stay away from her.
You could be making big trouble for yoruself if you pester her while she is grieving.
 
If it's not in writing that you get the tools (in a will for example which he didn't make), everything goes to the wife when there is no will. Sorry. (Maybe she will sell them to you rather "cheap" if she doesn't want them & you ask her but don't keep pestering her.)
