Shoplifting, Larceny, Robbery, Theft Is Palmer, Reifler, and associate a scam?

Is Palmer, Reifler, and associate a scam?
My friends stole a few things from a shopping center in NY. I was with him so we both got introuble, Long story short the loss prevention guy told him to pay thrity dollars and all would be forgotten thats ALL he had to pay so he gave them it at that time in cash 30 bucks. A month later he got a letter from this company saying he had to pay 150 dollars in 20 days or there will be consequces i dont understand how they are sueing him after he paid already
 
Actually if I were to guess I would say the scam was with the store Loss prevention. P&R area legit compnay that recovers Civil Demand for retailers
 
If the store was collecting their own Civil Demand there would be no need for P&R. Where I cannot say for certain I would call Stores corporate office and explain to them. Do you have paperwork for money you gave LP and the LP's name?
 
yeaa i know his name and it was a month ago so we don't have the paper work anymore we waited like 2 weeks and threw them out. Why would it take so long for them to contact us?
 
And the store manager saw the entire process of us giving back the item so thats why I am mad he told us there is nothing to worry about and that we will just forget it ever happened
 
Who knows, might be a crooked LP, might have been a new guy who didn't know what he was doing.. Either way unless you have proof you gave him $30 (i.e. He backs up your story, you wrote him a check or used a money order) I'd advise you pay the $150.00 before it is turned over to lawyers and ends up costing you thousands.
 
P&R are known to be very agressive at getting civil demand so ignoring this letter could carry consequences. In my view P&R are not your problem. The problem is within the store when they took your money. The paperwork you signed about the $30.00 should be in the store case file. Like I said it might be wise to contact the Store's corporate office. If this is not a mistake by LP and its wrongdoing your likely not the first
