Is there a way to evict a roommate?

My brother is in a two bedroom apartment and has 9 months left of a 12 month lease that he shares with his ex-girlfriend. She has not paid any rent since moving in and she is a roommate on the lease. The apartment manager said that they are both equally responsible for the rent, so if she doesn't pay the rent, my brother must pay it or be subject to eviction. She is not staying at the apartment at night, but comes freely during the day while my brother is working. She has just recently stole some of my brother's high priced items, such as a video camera, 2 old cell phones and a base for a digital camera. Is there a way that he can evict her from the apartment? He tried calling the police for a report on the stolen items, but the police said that this was a civil matter. What can he do?:confused:
 
He need to ask the landlord to evict her. She should be given a pay or quit notice. If the landlord expects him to come up with the full rent, then he can evict her. Your brother needs to talk to the landlord and let him know he needs to serve an eviction notice so your brother can find another roommate.

In the meantime, he can certainly sue her for her half, in small claims court. He needs to keep records of everything.
