Is this an example of black mail?

If I knew a person who was a serial rapist and I told that person "You either get a surgery done to cut your penis and scrotum off or I'll tell the cops on you".

Is that black mail would I be committing a crime?

Well, well, well, another great question.

Today is beginning to be a great day.

Blackmail is the crime of threatening to reveal embarrassing, disgraceful or damaging facts (or rumors) about a person to the public, family, spouse, community, or associates; unless YOU are paid off to not carry out the threat.

It is also a form of extortion (which could include other threats such as physical harm to the person or damage to their property or livelihood).

The statement you revealed above does not, in my legal opinion constitute blackmail or extortion.

Why?

Because you aren't threatening, you're serving notice, that you'll report criminal activity.

So, stop talking and take your information to the authorities, ASAP.
 
The person is currently in jail for a minor offense, I am getting opinions before I act. I will act before this person is out of jail. I was thinking of sending an anonymous letter to this person while he is in jail, giving this person my ultimatum of castration and penis removal.

The jail staff will see it and probably even question him on it, but without a victim coming forward they want have anything to hold him on unless he confesses. When a criminal has multiple victims, they will have no idea who is ratting them out, because they will not know who the person is, it could be any of the victims

Just because blackmail and/or extortion might be off the table, don't get yourself in trouble abusing the US Mail.

You'd be surprised about anonymous not being so anonymous these days.

I'd also avoid using the telephone or Internet to communicate your message.

As far as proving it, that's what detectives do, DETECT.

Most are very good at detecting.

You give them clues, point them in the right direction, they'll find their way home!!

And exactly where do you plan to find a doctor who will unilaterally castrate someone?
 
And exactly how would such a surgery prevent the person from raping again?

Think about it, OP. And do your own homework next time.
 
At least two others. And no one on either of those forums would take him seriously either. Truly, folks, this is a troll. Let him play his games somewhere else.
