Shoplifting, Larceny, Robbery, Theft Is this extortion

Hi.

My 12 year old son was caught trying to steal a $3 bracelet from a local store. The store manager called me and I picked him up and no charges were filed. A week or so later I got a letter from the stores lawyers wanting me to pay them $350. Persuant to MA laws ch. 231, & 85r 1/2 and or 85G. And they go on to say that if I don't pay, they will review the case and charge me even more money.
