Is this Illegal?

I work at a performing arts center at a private university in Tennessee. I was brought on in October 2009 as a part-time employee with the promise that there would be full-time opportunities in June 2010, the start of our new fiscal year. Even though I am labelled as part-time, I work full-time plus hours sometimes 10 days at a time without a day off. I also work within other divisions outside my job description because it was asked of me. My point is that I work really hard without complaint in hopes of being an easy choice once a full-time position opens.

My current supervisior has decided to leave her position because she highly disagrees with the way our boss does business. All employees under our boss have had major issues with the hostile work environment he has created and several have had meetings with his supervisor to address their complaints. Upon confirmation of my supervisior's resignation, I spoke to our boss, his supervisior and the HR manager to let them all know I am very interested in the open position and would like to apply once it is officially posted. I am highly qualified for the position because I was trained by my supervisor and often filled in for her, the only employee that had done this.

Within a week after making my intentions known, I was called in for a meeting with our boss who then informed me that the position was filled that morning and the new hire was being brought in today to meet everyone. Not only was this position never posted on our website, the universities' website, or the daily newsletter that the HR manager told me to apply through, but the person they hired had absolutely no experience with anything the job required and is a close personal friend of our boss. In fact, I was asked to train her upon her arrival. What I would like to know is if it is illegal to hire an unqualified individual without posting the position and allowing other appliacants to apply? Especially since this a university affiliate and they claim equal opportunity?
 
Thank you for your response. What if the performing arts center is just a partner to the university though? We are equally owned by the university and two local cities, all of which claim equal opportunity, but we are legally a seperate enitity. Where our facilitiy is located is not owned by the private university. Does this mean that TN could require our company to post all open positions?

Yeah, it's unfair, but it ain't illegal either!!!
