The landlord from my old apartment has informed me that not only is she not returning my security deposit but she is charging me more money. The things she is charging me for are either fabricated or were broken when I moved into the apartment. There was a gas stove in the apartment with no ventilation devices in the kitchen. Is it required for there to be an exhaust fan in the kitchen if there is a gas stove? If it is not legal than I would like to report it as she is threatening both me and my parents and we all just want her to leave us alone.

A: Call the building bureaucrats in your town and ask your question (which is a good one).
 
You might want to google landlord and tenant laws for your state and see what you can find on returning deposits. She is likely required to give you an intemized statement of the damages. Your only recourse is to sue her in small claims for the deposit back. She can also countersue you for what she says you owe her.

If something was broken when you moved in and you did not notate it and inspect the apt, you might be on the hook for it. You can call the city and see if she is violating any codes.
