In Maryland, is it legal to be both joint owner with my mother of a bank account and listed as co-executor of my mother's estate in her will?

Yes it is. To avoid a conflict, she should make it clear what she wishes to happen with any joint accounts in her will, even if it is noted they pass outside of the estate.
