My next door neighbor waits for me to put my service dog out on the run in my yard then he throws things over the fence and squirts him with a garden hose. What legally can I do to stop this

You might start by trying to capture this behavior by videoing it.
You could do it by using a smartphone, a tablet, or by installing a surveillance camera.
When the person begins spraying the animal, start recording and call "911" to report his treatment of your animal.
In many jurisdictions what you describe is cruelty to animals, or at least maltreatment of animals.
If that is the case in your jurisdiction, the police can take action, if you provide proof.
The fact the animal is a service animal might make his actions more illegal, resulting in a higher charge.

Whatever you do, don't approach this maniac.
He might attempt to inflict greater abuse and pain on humans.
