My sister was caught stealing a $7 shirt at K MART sometime around the beginning of 2009. They called the police and had my parents come pick her up and released her. However, yesterday, my mom received a letter from a law firm regarding this incident. They stated it was their 2nd notice of a demand, which we've never received the 1st, and they want us to pay $600+ within 10 days. What's with the notice? How about the amount? They told my sister she was free to go, but now they want to sue? Can someone please advise me and tell me what I can or should do? Means a lot. Thank you.

Its called "Civil Demand" its legal and if they don't pay there are severe consequences. Look through the Civil Demand section of this site you can find much useful info there

Since your sister is a minor, your parents are responsable for the fine by law. $600 is the civil demand fee that are asking to help cover the cost of security, equipment ect. needed to catch shoplifters like your sister.

If they do not pay the $600, the store will turn it over to their lawyers. The lawyers will then sue your parents for not only the $600, but court costs, lawyer fees and mroe, it could get up to thousands of dollars. Once they win they can garnish your parents paychecks or seize money from bank accounts to pay the money owed.
Also, the store could decide to charge your sister due to the fact the fine was not paid.
