land acquisition by notorious use

My jurisdiction is: pennsylvania

My property borders a local school district property. I have notoriously used a very small corner of the property for 21 years. Do I have any rights to the property? If so; how do I take action to acquire ownership?
 
You would probably not be entitled to ownership - it takes more than notorious use to ground a claim to ownership under adverse possession. You might be entitled to a prescriptive easement.
