My mother is having an issue with her stepson. She would like to evict him from her land. However, both her name and my fathers name are on the title. Would both of them have to agree to evict him? Or could she, herself, do it?

He has lived on the land for about 14 years and has never once paid rent. He has no ownership on the land. But my father won't evict him because that is his son. My mother has stage 4 cervical cancer and wants him off of her land because he is constantly pestering my father and trying to get him to sell the land. So she wants to know if she can go this alone (the eviction) or does she need my father to agree to it?
