Landlord harrassing/refusing to do repairs

My husband and I have lived in out apt. for over 5 years now. We had asked the landlord to please repair the hallway switch so the lights will work properly. He refuses to call in an eletrician and we have almost fallen down the stairs at night due to switch wiring malfunction. We have also asked him to fix the outlets in our apt., some have actually crumbled inside the wall and we have capped them off for safety. We also live here without a lease. He never gave us a new one to sign last Sept. What can we do? I would like to leave but I think he should have to do the repair work to prevent an electrical fire. Now he wants us to replace the carpeting in the living and dining room. It's an old carpet(10 years) and we clean it every 6 months, but of course there is some normal wear and tear to it. For refusing to replace "his carpet" he wants to evict us. I just don't get it.
