Landlord is not processing paperwork

My landlord will not fax my proof of address to the city so I can legally park in front of my apartment building. I have gotten numerous tickets, which I have not paid due to this illegal situation. How can I get action on this simple thing? Can you help? Thanks, AS

Why can't you fax this information to the city? Your lease should have your address on it.

Seems a bit short sighted not to pay those parking tickets though.
