Landlord Is Taking My Deposit And Wants More

My jurisdiction is: CALIFORNIA

I Lived In My Apt For 31 Months .. Just Under 3 Years. When I Signed The Lease They Took $300 For The Security Deposit. When I Left They Sent Me A Bill For $551 After The $300 Ran Out. They Said It Was For Replacing The Carpet, Painting The Walls, The Shower Rod(which Was Working When I Left), Cleaning Charges Etc. I Attempted To Call Them, But Got No Where. They Have This System That They Give You An Allowance For The Months That You Have Lived There To Cover The Normal Wear And Tear. They Gave Me 10.42 A Month For The Painting And 15.95 A Month For The Carpet, And Im Supposed To Pay The Difference Out Of Pocket. Can They Do This?? I Dont Feel That I Created $800 Worth In Damages? Please Help Me .. I Dont Know What To Do From Here .. Other Than Pay And I Really Cant Afford It.
 
A landlord can require that a tenant reimburse for damages above what is considered normal wear and tear.

These charges are often disputed and such cases end up in court where the landlord must prove that these damages are justified and the tenant must show that they did not leave the unit damaged. It's always a good idea to take pictures when you leave a unit just in case issues like these come up.
