landlord refuses to return calls or fix problems with property

:mad: is it legal for a land lord to have a one year rental lease on a property that is for sale? also since that property is for sale isnt the landlord responsible for paying the utlility bill? and our land lord hs been contacted multiple times about fixing water leaks, holes in the floor, and serious roach infestations. all of these problems were there since our move in day in may 2009 and nothing we have done have caused any of these issues. infact we have had to fix numerous problems in the house ourselves.
 
Of course a landlord can have a one year lease on a property that is also for sale. There is no guarantee that the place will sell in that time period; if it does, the lease rolls over to the new owner.

Why would you think that the landlord is responsible for your utility bills simply because they've put the rental unit up for sale?

What state are you in? Different states offer different solutions to tenants for repair isues (although areas like pest control are often the responsibility of both the tenant and the landlord).
