I am a landlord for a property in New Jersey. The tenants left some holes in the wall, etc. If I were to fix the damage that has been done to the property myself, is it legal for me to charge them for my time (labor) and materials?

Yes.

But as a former landlord, my advice would be to get an estimate from a contractor (no friends, no fudging) and charge based on the estimate, providing a copy of the estimate to the former tenant to justify the itemization. Also take dated photos of the damage and over-all condition of the property now that they are gone.

Make sure you follow the security deposit statute to the letter.
