Landlord reprocusions for home safety issue

In California, can a landlord rent property without ground fault circuit interupter receptacle close to water sources?... And does the tenant have any recourse other than asking for have them put it?

It would appear that the requirement for such circuit interrupter receptacles is limited to swimming pools/wading pools in apartment complexes (but not single family homes):
