Landlord Should Pay Excessive Utility Bill

I Am Looking For Advise On Whether I Have A Case For Small Claims Against My Landlord. I Moved In To This House In November And My First Gas And Electric Bill Was Well Over $700.oo, But I Thought It Was Due To The December Cold And All The X-mas Lights. When The Next One Came And Again Was Over $700.oo I Instituted An In Vestigation By The Gas And Electric Company. They Checked Meters And Appliances And Found The Air And Heat Came On At The Same Time. It Was Found That Some Wires On The Condenser Were Touching And Caused The Problem. Can I Sue The Landlord For The Difference Between Normal Bills($180) And The Big Ones The Faulty Equipment Caused?
