Landlord/Tenant Rights

This is a little different request than what is normally posted in this section. My question is regarding improving the rights of tenants. Right now, at least in the state of Utah, there is only one law on the books protecting the rights of a tenant. This law is about deposits and the procedure a landlord must follow in handling them. The penalty for breaking this law amounts to a slap on the wrist for the landlord, which is probably why so many of them ignore it.
I hear about problems with landlords and tenants every day and I find myself upset about the lack of legal rights for tenants. Landlords, however, are protected under several laws.
What would a person do to improve the level of legal protection for tenants? I know a change like this would have to take place in the state legislature, but my knowledge of the process is limited.
What must a concerned citizen do short of running for public office (which is not out of the question)?
