If a prospective tenant gives a landlord a security deposit of $700 to hold and apartment and signs a lease, then changes their mind and does not want the apartment, have a right to any refund of that deposit?

If the lease was signed already they are most likely bound by its terms! What state was this in? What are terms of lease and is there a clause for early termination?
