I recently served my tenants with a 5 day notice to pay rent or vacate. They paid late. My plans were to evict them in the next month. However, I just recieved notice of city violations called in by my tenants. So, now I have to wait six months in order to avoid retaliation penalties. Now, this stemmed from my refusal to reimburse them for changing the locks. They did not get approval and tried to deduct it from the rent. They are non-leased month to month tenants. They have not provided me with a duplicate key for the locks they put on!! What actions do I take? Can I give them a 14 day for breach due to the fact they violated by changing the locks and not giving me a key?
