landord will not fix problems

I have been living with my boyfriend in a loft condo in CT for two years. He has a lease with his name on it & not mine (so we could get away with paying a little less). We have had one problem after another with the neighbors & "board members." Mainly the parking, we have two cars & one parking space so we parked one car in visitor parking. We have had our car towed at least 3 times ($100 each time). We now park one car down the street & walk home. The neighboors on the board have targeted us, many people who live here have two cars & park one in visitor parking. They also send letters to our landloard complaining about us. At this point our lease is up & we are awaiting the new lease to be sent in the mail as our landloard promised. For two years the linolium floor in the kitchen has been comming off &curling up on the sides) and the carpet is in extremly bad condition, and the deck in very unsafe. About a week ago our landlord said he would fix these things & we offered organize it. I just recieved an email from our landlord refuting his offer to fix anything because he recieved two "tickets" from the protoperty management for me driving at excessive speed in the parking lot & parking in a visitor space. I have not parked in a visitor space for over six months. I have no evidence to prove this, it is just this witnesses word against mine. What can I do? I feel the conditions we have been living in are unsanitary & unsafe. Can the landlord really refuse to fix these things?
 
My advice would be to move out. I don't think your lease is going to be renewed so you had better make plans. Read your lease about what you need to do when you move out and follow the procedures and send written confirmation.
