lein on back support in wisconsin

I have always paid child support from a wage garnishment, three years after I moved to las vegas the milwaukee county courts placed a lein on all assests plus credit report filing on back support from a secondary job I had for one year while living in wisconsin, they also placed 18 percent interest on it which brought total way up. I pay around $30 a month towards arrears besides the $400, If I am paying arrears and always paid child through wage garnishment how can they put a lein on me and damage my credit? and why would a judge do this? the total of the arreas was $ 5200 and after interest the told me it was now $12000 or around that figure. If there is anyone that could clearify this it would be appreciated.
 
It sounds like you weren't paying a percentage of the income from your second job to child support. Were your wages from that job garnished? When did you start paying arrears, and are those arrears from the second job?

If it appeared that you were attempting to hide income, then that may have prompted the lien.
 
in 1998 I voluntarily went back to court with my ex wife and had the original support order that was a percentage changed to a set amount and settled on a higher dollar amount due to the second job. the child support and/or ex wife waited until 2004 to collect this money and put interest on it. so, my question is, why would the judge order arrears and then place a lein on all assests at the same time?
 
Okay, so if I understand correctly, the original garnishment of the percentage of income from your first job continued after the court order in 1998 until 2004. In 2004, CSE noticed their error, or your ex notified CSE of the 1998 court order. By that time, you were in arrears for the balance of set amount for 6 years. If that's the case, I think CSE would argue that you should have known you were not paying the court-ordered amount, hence the lien. Or, you missed a hearing. I have no idea why they waited 4 years.

"Your notice tells you your options to contest the lien:1.You can request that the department conduct a Financial Record Review. You must make this request within 10 business days of the date of the notice; and/or 2. You can request a court hearing. You must make this request within 20 business days of the date of the notice. In Milwaukee County, you may make these requests by contacting customer service by telephone, fax, or e-mail, or by walking into room 101 of the courthouse."

You might want to consult with an attorney too. Sorry that I can't be of more help. Hopefully someone else will respond with more information.
