lessening a registration fine in OHIO

I received a registration ticket during labor day weekend after a cop turned around and followed me. I was turning left at an intersection and the cops were stopped at the intersection. They proceeded to do a u-turn and pulled me over after following me down the street. The only thing they could come up with was my registration...It was about ten and I hadn't been drinking or speeding. I had insurance but hadn't renewed my tags because I had a parking ticket from campus and hadn't been able to pay it until recently. The notice that I had received in the mail said I wouldn't be able to renew my plates until i paid the ticket. They had just cashed the check and a couple days later I got pulled over. My tags expired in may and i got the ticket in the middle of the same month but I didn't have the extra money to pay the ticket until recently because it went up in fines. I have since then gotten the money and renewed the tags. Is there a chance I can lessen the fine.
