I weas teaching a class when a young man stood up and shouted "look at my brains." When I looked he had his testicles sticking out of his pants. I reported him and he was suspended for three days. Can I personally take any further action? He is a high schol student and his mother complained that the punishment was too harsh.

Depending on the laws in your un-named state, he could be charged criminally. If you wish to go that far you can contact the police.
