Does a homeowner need to file a legal notice to a former live in girlfriend if the girlfriend has moved out, no lease agreements or legal agreement of any type has ever been drawn up for the girlfriend and the girlfriend did not help make mortgage payments?
The homeowner would like to change the locks and offer to schedule a time with the former girlfriend to pick up her belongings and be done with it but wants to be sure the girlfriend cannot claim that her rights have been violated.

If she has abandoned you and her junk, you can certainly change the locks on your home to protect your valuables and your life.

You should also pack her junk into boxes or crates, and store them in a safe, secure, dry place.
You could mail the junk to her, or ship it.
You could arrange with her and the local police (who'll do a civil standby to keep the peace) a time and date for her to come and collect her junk.
While you're packing the stuff, take pictures and inventory the stuff.
There ate usually allegations of let Rolex watches and bars of gold bullion going missing, or rare Renoir paintings being damaged.
 
So long as the locks aren't being changed as a means to force someone out of the residence it is not a problem. If she has already moved out willingly then change them.
