Live in Oklahoma but have a ticket in Texas...

I am an Oklahoma resident and during a trip in January of 2003 I was pulled over in Comal County by a Deputy Sheriff for speeding. I was going 10 over and was given a ticket. The officer asked if I had ever received a ticket in Texas before and after telling him no he informed me that I could go online enter the ticket number and take a defensive driving course and pay a reduced fee, which I later did. Today I just received a notice that a warrant had been issued for my arrest and I now owe $300 for the ticket and failure to appear in court. After calling the Sheriff's office I was informed that I was not elgible for the defensive driving course and that the officer must have been confused. Being almost 2 years ago I have no receipt of my online payment and I don't even have the same computer to validate my claim I feel that I am stuck having to pay for this ticket again.

Is there anything that I can do about this?

Also if I don't pay the new ticket, can they suspend my license or report to the Oklahoma Department of Motor Vehicles and increase my insurance premiums?

Unfortunately you have no real option but to pay the fine. This is not a new ticket but a failure to appear criminal warrant. That means that if you are stopped the officer has the option of taking you to jail. And yes they can and will suspend your license which will mean an increase in your insurance premiums.

Texas does not allow out of state residents to take traffic school. The problem was with the school which should not have accepted you. Without any reciepts you are SOL.
