(Los Angeles) Seeking Legal Council: Neighbor Harassment, Battery, and Bias‑Motivated Conduct in Condo Building

Jurisdiction
California
Location: Los Angeles County, CA
Setting: Condominium building (shared common areas)

I am seeking legal guidance regarding an ongoing pattern of harassment, physical contact, and bias‑motivated conduct by a neighbor in my condo building.

Over the past several months, this neighbor has repeatedly engaged in hostile behavior toward me and my minor son, including:
• Physical contact: He struck my hand during a confrontation in a common area seen in a video recording.
• Verbal harassment: Multiple incidents involving yelling, profanity, and aggressive behavior directed at me and my child.
• Bias‑motivated statements: He has made xenophobic and anti‑Jewish remarks toward me, also heard in the video.
• Escalation: The conduct has occurred on multiple occasions and has created a hostile and unsafe environment.

Impact:
This behavior has caused emotional distress, fear for our safety, and disruption to our daily life. My son has been present during several incidents, which has increased the concern for our well‑being.

Evidence Available:
I have a short video recording that captures part of the incident, as well as two witnesses who observed the neighbor's conduct and can provide statements.

Important Note:
I am not seeking financial gain. If any monetary damages were awarded through civil action, I would donate the proceeds to a charity of the attorney's choice. My goal is accountability, safety, and preventing further harm.

What I am looking for:
• Guidance on potential civil claims (battery, harassment, emotional distress, Ralph Act/Bane Act).
• Whether this type of conduct qualifies for civil litigation in California.
• How to proceed when I have had difficulty finding an attorney willing to take the case.

Any direction or insight would be greatly appreciated.
If any attorney or legal professional reviewing this believes this matter may fall within their practice area, I would appreciate any guidance or feedback. I am also open to speaking privately if appropriate.
