Loud car

My neighbor directly across the street from me has a ridiculously loud car. It is an older type Ford Mustang and he revs the engine at least 10 times when starting and prior to turning off the car. It is so loud that it wakes me from sleep and startles my cat every time he does this (and he comes and goes often). Is there any sort of law against this, such as a noise violation or "disturbing the peace"? If so, how do I file a complaint? I don't want to call 911 for something non-emergent.

Have you tried to talk to your neighbor about the problem?

You can check your local ordinance re loud noise. (city hall should have the info) If it comes to calling the police station (I wouldn't call 911), your neighbor will probably at the most get a warning or possibly end up getting a fine.
 
A local ordinance is your best bet if you can't work things out with your neighbor directly. A code enforcement officer might be a better contact than police. Are other neighbors upset as well? Team up.

Not much you can do.

Yes, most cities have noise ordinances, but the cops have bigger, badder fish and sharks to catch.

By the time you called the cops, they responded, the noisy neighbor would be long gone.

You could take a picture of the car, include the license plate number, note the address, provide a description of the car's driver (along with his name, if you know it); and send an anonymous letter through the US Mail with that information to the local police chief along with a video or audio recording of SPEED RACER, and maybe the local cops will keep an eye out for him.
