Is it illegal for me to allow a US citizen who has lived overseas for 5 years to use my US home address to have their mail delivered?
You are free to use any addres you wish for the delivery of your mail.
That could be mother's house, Aunt Brenda's house, your pal from college - Brendan's house, or that mansion you own in Beverly Hills, or the one in the Hamptons.
Using any address for a legitimate purpose is NOT a crime.
Heck, when you're between addresses, many people send their mail to "general delivery, anytown, anystate"; or they send it to a friend, like this:
