Maintenance after 30-day notice

I have been searching legal info all over the internet but cannot find an answer to my questions. I was hoping someone here can point me in the right direction.
I would like to know who is responsible for maintenance & minor repairs to a rental property after a 30-day notice of intent to vacate has been put in.
Also, I would like to know the laws on smoke detectors (how many & where they must be placed, etc). I have an inoperable smoke detector due to water leakage before my notice was put in and no one has returned to fix the problem.
I live in NC. I was told when my 30-day notice was put in I would no longer be provided with maintenance unless it was an emergency. This didn't sound right to me. Now I have torns screens & a banging screen door due to winds during a storm a few days ago. Am I responsible to repair/replace these things because I am moving?
 
If these items are not repaired I suspect the repair cost will be deducted from your deposit and likely at higher rate than it would cost to do yourself
