manditory breaks at work

My wife works for a florida-based Burger King and is forced to take 30 minute
to one and one half hour unpaid breaks, even as the shift manager. During which she must kill time around town when she would rather be home with the kids. Is this legal? Is there any way to waive this forced waste of time?
 
Yes, it is legal.

The employer decides what hours she works. If they want her to take a break, she takes a break. She can only waive the time if the employer agrees to let her; the law is not going to force the employer to do so.
