If I refuse to sign divorce papers because I believe we can work through things can a judge order marriage counceling before he/she signs the papers?

A judge can order just about anything.

But if your spouse has decided they want out, you're really just postponing the inevitable.

You'll also generally be required to pay for the counseling.
