He can tell Mom that if she goes outside of the network (except for when she has no other choice), he is not responsible for costs. He might get sued in court and he can use that in his defense if he feels mom is not being reasonable with medical.
He can also see about having it added to the decree that she must use PPO if available, otherwise he is not obligated to pay.
