Military Entitlement

My divorce was final Aug 30, 2005. My final dissolution stated that I am entitled to the portion of my ex-husbands military retirement based on the number of years we were married, which the courts considered 12 years. I attempted to file this claim with the DFAS, the military paying facility. They denied the claim because the entitlement was written in the form of years rather than a percentage. I have been trying to get it written in the way it is required but I have been unable to. I need to know if and how I can do it myself because I cannot afford an attorney. Any help you can give me would be greatly appreciated.
 
I'm not familiar with this area but have you contacted the court making the award and discussed this with the clerk?
 
I have spoken with the clerk and she told me that I would have to notify him of the proceding and I don't have an address for him to do so, what can I do about that?
