Minor Name Change

My sister's boyfriend and her had a very nasty breakup and she would like to change his name. She is not wanting to remove anything but she would like to add my father's name to my nephew. Can she do this without his consent? We know he would oppose this from the start. Anything that we can do??? I thank you in advance for your time.

Without consetn not likely. Just because one parent kicks the other out of his/her bed does not mean they lose their parental rights. She will need to likely seek a court order and her best possible outcome would be a hyphenated name
