Alcohol & Drugs: MIP, MIC, Intoxication MIP last night, Washington Sate

I got an MIP last night (66.44.270.2 B, I have no previous offenses, not even traffic violations). I was outside my dorm at Washington State University, walking (stumbling) around just talking on the phone when a police car pulled up.

I was obviously intoxicated and they preceeded to question me. I did admit to drinking (shortly after first denying it). It was probably about 20 minutes of questioning, during which I was handcuffed. I was not read my Miranda Rights, though i understand they arent required unless taken into custody. I don't know if being handcuffed counts as "in custody". During the questioning i asked if i could take a blood test to test my BAC. They denied the request.

Of course I am quite nervous, I just moved out about a week and a half ago. So I do have quite a few questions:
Any procedural mistakes from the cops?
It says $250 fine on most websites for the code thing i violated, is that a set fee or does the judge change it at will?
Should i get an attorney or use the free one that gets appointed to me?
Ok, from doing research all over, it looks like I can Plea no Contest which would result in of several things:
-Deferred Adjudication, deferred prosecution, deferred judgment, or something i missed
-Would all of those actions (if takable?) mean that the MIP is off my record?​
Do delay tactics really work, is that a viable strat?
Liscense suspension,is it a sure thing, i saw that it can be up to 2 years for this offense?
Would pleaing guilty be a viable option?
Is my criminal record accessable by the public, if so can I change that?

What action do you guys recommend. Sorry for all the questions, I am a bit paranoid... Hope you can help.
 
Hey. Court date is on the 18th of this month. Still wondering if i should just plea guilty or instead make of plea of no consent and seek deffered adjudication or one of those other things i said right above.

I'm willing to answer any questions.
