Missing Person - Family Member

We live in NJ and we have had to deal with a missing adult family member for 1 week. The police have been searching for him to no avail. We believe that he committed suicide, because of his history of severe bipolar mental illness for years and past attempt of suicide (7 years ago which he almost succeeded, but was found just in time to revive him). He was recently released from the hospital for suicidal thoughts. He left clues for family members around his house - his wallet/money/ccards/car/jacket all left at home. His credit cards and bank accounts have had no activity for 1 week. He took with him 16,000 mg of one Rx along w/3 bottles of brand new Rx. If they cannot find him or his body, how long will it be before they declare him deceased? Also, how does his son access his checking account to pay for the missing parent's bills (i.e., credit cards)? We believe there is no power of attorney. Thank you.
