Misuse of security deposit

On the property I am renting there is a dead Cottonwood tree right next to the house. There are big dead branches constantly falling from it. The landlord has told us for a tear they will cut it down. They keep ignoring our calls and requests. Now they tell us they cant take the tree down unil we pay them a security deposit. They told us they will use the security deposit to help pay for the tree. Isn't this illeagal?

A security deposit is provided to give the landlord a financial "out" to cover damages above normal wear and tear to the rental unit, owed rent, late fees, etc.. It is not provided to help the landlord pay for taking down dead trees.

They are scamming you... they just don't want to pay the cost.
