Mom & dad been seperated 29 years how does divorce work now?

My mom & biological father have been seperated for 29 years after 7 years of marriage. My bio has commited bigamy because I know he has been married @ least 3 times after they were seperated. I'm trying to find out for my mom how to divorce him since he doesn't want to sign divorce papers? Is there a way she can do it without him signing the papers? They live in seperate states as well. She's in OK & he's in CA. Thank you for any help

She doesn't need to divorce him.
She needs to go to the police and report his bigamy.
The authorities will investigate.
If he has committed bigamy, she can be divorced by a judge after he's eventually convicted.
She won't have to do much, because the device decree will be by legal fiat.

The sooner she reports his bigamy to the police, the quicker she can get her divorce.
