month to month & 3 months behind

What are my rights as a landlord with a month to month lease and the tenant is 3 months behind in rent. I am in Onondaga County. Can I just tell them verbally that they have to move? And if so what time line do I have?
 
You provide your tenant with a written 30 day notice that they are to vacate the rental unit. No particular reason for this demand need be given on a month to month contract but obviously in this case it is for nonpayment of rent.

Since it is unlikely they will leave based on just this (why should they? They've been getting a free place to live for the past three months), it is likely you'll find yourself filing for an actual eviction through your local court system. The written notice will be documentation that you've served them with the demand to vacate the unit.
