mopad with no title

My cousin recently purchased a mopad, cash. paperwork that was supposed to be title, was in fact a registration paper. Somehow dmv, will not register as incorrect vin, and other issues in paperwork. Now person my cousin bought mopad from is not on title, no bill of sale, and he paid cash. All he has is phone number, person moved from location where he purchased mopad, and now cannot find him. Is there anything legally we can do?

You can report this to the police.

You might be in possession of an unreported STOLEN moped.

In the future, never pay cash (or even check), until you are in receipt of the title and all other legal documentation.

Otherwise, this sad story will be repeated.
