Moral and/or legal responsibility

My father (92) and step-mother (87) have been married 38 yrs. They live in their own condo in CA.

There is no power of attorney, but due to my father's eyesight and diminishing capacity, I write out checks for them and my dad signs. I take them to the market, doctors, and misc appointments.

They're quarreling more and more and I keep getting, "You're going to have to do something ...". I'm doing the best I can, but isn't it actually my step-mother's responsibility to handle matters? Aren't I more of a back-up?

I'm caught between a rock and a hard spot.
