Moved from CT to PA 3 yrs ago, never changed vehicle registration, insurance, etc.

I moved from CT to PA about 3 years ago for medical reasons, with the intention to move back after doing so. For reasons too ample to list, this never occurred. I had never changed my CT insurance/registration/plates/etc. to PA and kept my CT address on file.
Here are my questions:

1) I just received notification from a collection agency that I owe the CT city that I resided in property taxes for my vehicle even though I never received a bill through the postal forwarding service. Also, my cousin in CT was supposed to have taken care of my vehicle registration renewals, but apparently has not done so and the last time I remember doing it myself was for the year 2009, therefore I'm sure it is delinquent at this point. What is my best move here? Renew my application for CT or switch it over to PA? Am I going to run into problems registering the vehicle in PA because the vehicle is likely not registered in CT at the moment and may be delinquent?

2) Since I assume the delinquent tax payments are legitimate and if I therefore decide to pay them, is this going to create any problems for me in terms of not having changed the registration for the vehicle, etc. when I should have?
 
You should Google CT registration scam, CT license collection scam, CT city license plate scandal or similar phrases.

You will discover that this us an ongoing problem got former CT residents.

Most people get bullied into paying up the revenue demands of the municipalities.


You might want to speak with an attorney in the meantime.

These demands can be extreme.
