How do you move a traffic infraction case to another county?

The county that the ticket was written in is very small, and as a result if I lose (and everyone loses in this county) and want to appeal, my appeal would be heard by a panel made up of the daily lunchtime companions of the trial judge.

You cannot. The county of jurisdiction is where the offense will be heard.

I don't know why you think that you are more likely to lose in a small county. In my county (a small one) many people win because the judges bend over backwards to excuse the defendants with a reasonable explanation or defense. When I was working in a large metropolitan county, the judges found almost everyone guilty.

So, you can either pay it, attend traffic school, do a trial be written declaration, or set it for trial ... all in the county of jurisdiction.
