My Landlord is a Bully

I moved into my home in 10/04 and out of it 4/08. When I moved in, there were holes punched in the doors, drilled holes in the walls and ceilings, and the carpet had not been cleaned and was covered in stains. I do not have any pictures of this. The people who lived there before had dogs, and grew pot. I also mentioned to the landlord that the heater was not working, due to the heating ducts being disconnected. I could literally see the ground through the vents in the house. Nothing was ever done to remedy the heating situation. The unit was located in the middle of a lumber yard, due to it being an old office that was converted into a rental. We began to get a rodent problem, which I tried to take care of myself. When I moved out, the landlord did a very quick walk through, and mentioned some dusting and minor cleaning that needed to be done. I have emailed him twice about returning my deposit since then, and have yet to receive anything from him. 7/23/08 he calls me and tells me that he will be charging me to replace the carpets. I looked it up in the DCA's renter's manual. I don't believe that I should be responsible for the carpets, due to the fact that the carpets (which are thin office carpeting) were very over due for replacement anyway. My dog, did have a few accidents on the carpet, but the tenets before me had 7 or 8 dogs, and they ruined the carpet long before my dog had anything to do with it. I can go on and on about what else was wrong with this place, but that's another matter. What can I do?
 
How does one determine what stains your dog put in the carpet versus those put in by the former tenants dogs?

It's always amazing to me how some go on and on about what hell holes of rentals they lived in and how they suffered yet still managed to stay almost four years in the place.
